Housing Eligibility Certificate (WBS)

More living space for students

The demand for affordable housing for students and trainees remains high in Baden-Württemberg. To meet this challenge, the state is actively involved in the federal funding program “Young Housing”, which was initiated by the Federal Ministry of Housing, Urban Development and Building. The aim is to create sustainable and affordable housing options for young people.

What is the “Young Housing” funding program?

The “Young Housing” programme provides targeted support for the construction, modernization and expansion of student and trainee residences. It promotes investments in sustainable, climate-friendly and socially acceptable forms of housing. The aim is to alleviate the housing shortage, particularly in university cities, and to improve the living conditions of young people.

Role of the Studierendenwerke in Baden-Württemberg

In Baden-Württemberg, the Studierendenwerke are key players when it comes to providing places in halls of residence. Thanks to their experience in building and operating student residences, they are ideal partners for implementing the program. The funding enables the Studierendenwerke

  • plan and build new halls of residence,
  • renovate existing facilities to make them more energy efficient,
  • integrate barrier-free and modern forms of housing,
  • implement ecological standards, e.g. through energy-efficient construction and sustainable materials.

Access requirements for "Junges Wohnen" funded student residences

Special access requirements apply to student residences funded under the "Young Housing" program:
A valid certificate of eligibility for housing (WBS) or a currently valid BAföG notice is required to be allowed to move into such accommodation.
This ensures that the subsidized housing offers are specifically available to those who are financially dependent on support.

If your certificate of eligibility for housing or BAföG notification is still being processed, you can still apply for a place in a hall of residence. With a declaration of income, you assure us that you meet the criteria for obtaining a Certificate of eligibility for housing (WBS), i.e. that your annual gross income is less than 57,800 euros (as of 2025).
